The Program

The City Still Needed Its Water.

Plant expansions are tie-in problems wearing a construction costume. The existing facility has to keep producing to spec while new trains are built alongside it and cut in one at a time.

Each tie-in was planned against demand rather than against the contractor's preferred sequence, and no cut-in was released until the redundancy behind it had been demonstrated.
