The Department Stays Open.
An emergency department under renovation is still an emergency department. Ambulances do not divert because a wall is coming down, and the wait time is measured whether or not there is scaffolding in the corridor.
The work was phased in bay clusters, each returned to service before the next was taken, so capacity never dropped below the level the health system had agreed it could run on.
