An operating facility is not a building you can empty. Every bay taken down is capacity removed from the overnight maintenance cycle, and the morning pull-out does not get later because the shop is under construction.

We rebuilt the facility in halves, verified the temporary bays before releasing the permanent ones, and held the fleet's service capacity flat across the whole programme.
