Corridor programmes are let in packages, and the seams between those packages are where schedule and cost quietly leak. Each contractor is meeting their own obligations; nobody owns the space between them.

PMG placed inspectors and schedulers across the packages who reported to TxDOT rather than to a package, which is how the corridor was managed as one programme instead of several projects that happened to be adjacent.
